### What is GST E-Invoicing?

E-Invoicing under GST is a statutory system where B2B invoices are electronically authenticated by the GST Network (GSTN) through an authorized Invoice Registration Portal (IRP). Upon uploading invoice details, the portal issues a unique 64-character Invoice Reference Number (IRN) and a digitally signed QR code.

Statutory Turnover Thresholds

Over recent years, the Central Board of Indirect Taxes and Customs (CBIC) has progressively lowered e-invoicing mandatory thresholds. Entities whose aggregate annual turnover in any preceding financial year (from FY 2017-18 onwards) exceeds specified statutory limits are mandated to generate IRNs for:

1. B2B Invoices (Business-to-Business supplies) 2. Export Invoices (with or without payment of IGST) 3. Credit Notes and Debit Notes for B2B transactions 4. Supplies to SEZ units and SEZ developers

Mandatory Compliance Points for Businesses

* **IRN Generation Before Movement:** Invoices issued without a valid IRN generated on the official IRP portal are legally treated as invalid under Rule 48(4) of the CGST/GGST Rules. * **B2B QR Code on Printouts:** Printed invoices must carry the digitally signed QR code containing the IRN, GSTIN of seller/buyer, invoice number, date, and tax amounts. * **ITC Impact on Buyers:** Recipients of goods/services cannot claim Input Tax Credit (ITC) if the supplier invoice lacks a valid IRN despite being covered under e-invoicing rules.

Common Exceptions & Exemptions

Certain categories of registered persons are currently exempted from e-invoicing mandates regardless of turnover, including:

* Banking companies, NBFCs, and financial institutions * Insurance companies * Goods Transport Agencies (GTA) supplying services in relation to transport of goods * Passenger transport service providers * Admission to exhibition of cinematograph films in multiplex screens * Special Economic Zone (SEZ) manufacturing/service units (note: supplies TO SEZ require e-invoices)
